FAQ PCC Vietnam (Police clearance certificate)

1. What is Police clearance certificate

Police clearance certificate (also called “PCC”, “criminal record certificate”, “police check”, “judicial curriculum vitae”, "judicial record card" or “Phieu Ly Lich Tu Phap”) mean a certificate issued by a state agency managing the criminal record database and valid to prove whether or not an individual has a previous criminal conviction.

2. Can I apply via postal service?

Yes, under current regulations, applicants may mail the complete application packet to the National Center for Criminal Records (NCCR) -the Ministry of Justice of Vietnam to apply for their criminal record certificate (police clearance certificate). Once the certificate is issued, NCCR shall arrange it to be delivered to the address required in the registration for receiving the certificate through postal service. However, it is hard for foreign applicants to prepare the valid application (in Vietnamese) by themselves and to make payment of issuance fee and postal service fee. Moreover, administrative procedures in Vietnam usually not clear enough for everyone to follow. Therefore, we strongly recommend you use our express service.

3. What is legalization? Do I have to go to Vietnam Embassy?

If you apply the certificate by yourself via postal service, NCCR shall ask you to provide legalized documents.

Under the laws of Vietnam, documents issued in another countries must be legalized before being used in Vietnam. In normal legalization procedure, you need to get documents certified by a local notary before sending the documents to the Foreign Affair Ministry in the country of your residence, then bring the documents to the Embassy of Vietnam in the country of your residence. However, for documents using for applying for the police clearance certificate, the direct certification of the Vietnamese Embassy in the country of your residence is enough.

In practice, Vietnamese Embassies in different countries may have different opinion on certifying foreigners’ documents. As far as we know, Vietnamese Embassy in China and in Malaysia have refused to directly certify applicants’ documents.

If you don’t want to go to Vietnam Embassy because it is too far from your home or the Embassy refuses to legalize your documents, you should use our express service.

4. Is the English form accepted?

In order to apply for police clearance certificate in Vietnam, only the fully-filled Vietnamese form is accepted; the English form is for reference only.

5. Can I get the English version of the PCC

The police clearance certificate is issued in Vietnamese language only. If you use our express service, we can get your PCC translated into other languages (English, French, Spanish or Chinese) and get the translation certified by local government authority in Vietnam.

6. What is An Phat Pham’s EXPRESS SERVICE:

(i) send us a scanned copy of your current passport (pages with your photo, first Vietnam visa, and first entry and final exit stamped by Vietnamese Migration Department if you have left Vietnam) and

(ii) fill a form with your relevant information and send the filled form back to us via email. You will pay the service fee after receiving a scanned copy of your police certificate via email.

No need to provide: legalized PoA; legalized copy of passport; temporary residence card.

- Your certificate would be available in about less than 10 days from the date we received all required documents via email. Let us know if you need the certificate is issued in a shorter time.

- Service fee is reasonable. You will pay the service fee after receiving a scanned copy of your police certificate via email.
